The greatest challenge facing individuals and families in need of housing is affordability, as rising rents and home prices continue to outpace income growth. For many, even modest housing costs consume a disproportionate share of their earnings, leaving little room for other essential needs like healthcare, education, and transportation. Addressing this challenge requires a collaborative approach. By leveraging the financial resources of local governments—such as grants and loans —alongside the efficiency, innovation, and capital of the private sector, communities can expand the development of quality, affordable housing.
